My understanding is there should not be a cooldown after an attack mission but some of bees go into recovery mode - see the one highlighted here

They go into cooldown if they die during the raid.

Ahh now i get ya as I am experiencing the same issue recently. 2 of the bees always deplete their hp and go on cooldown even if they did not die after the attack. Definitely a bug.
