Cooldown is need on Land commissions

There needs to be a cooldown (long one) for each land commission update. Otherwise, users will favorite certain lands based on commission which can change in the next second. It doesn't encourage fair game play. It will also create a lot of confusion if commission % keeps on changing every second/minute across the map.
